Detroit sex offender accused of possessing child pornography, trying to meet with 15-year-old girl

A Detroit man is facing federal charges for allegedly having multiple child pornography images and videos on a contraband phone.

Court documents claim that Robert Bulmer, a registered sex offender in Michigan, had child pornography on a phone he was not allowed to have and tried to meet with a person he thought was a 15-year-old girl.

In April 2025, an unidentified Michigan resident reported to the FBI that Bulmer had been communicating with her, believing she was a 15-year-old girl, on Facebook and Snapchat and sending sexually explicit images.

The resident gave the FBI screenshots of Bulmer’s online profile. Authorities reviewing the screenshots found that the images matched Bulmer’s driver’s license. Bulmer’s probation officer was also able to confirm the images on the online profiles matched him.

In the chats the resident provided to police, Bulmer asked the resident how old she was. She initially said she was 16 years old but later stated she was 15 years old. Bulmer then reportedly engaged in sexually explicit conversations with the resident, where he told her, “I want to teach you how to be naughty.”

Bulmer and the resident agreed to transition the conversation to Snapchat. He then asked her to take a video of herself in the shower.

She then sent Bulmer a photo of a clothed girl who appeared to be a teenager. He reportedly replied, “Would be would be wrong [sic] that I was hoping you was younger.”

He also allegedly told her, “If you where [sic] 13 that would be really hot lol.”

The two then discussed a plan to meet in person. Bulmer allegedly agreed to meet but explained that “it has to be the right time and place.”

On May 9, 2025, the Probation Office searched Bulmer’s home and found a contraband phone that he was not allowed to have under the terms of his supervised release.

According to court documents, Bulmer told his probation officer that he used the phone for social media purposes and had downloaded child sexual abuse material to the phone.

On May 20, 2025, a federal search warrant was conducted on Bulmer’s phone. FBI agents then found about 17 videos and 28 images of child pornography. The images and videos appeared to have been downloaded from multiple chat apps and web browsers.

Bulmer faces two federal charges of receipt of child pornography and possession of child pornography.

Previous conviction

Bulmer pleaded guilty to online enticement and receipt of child pornography in 2015. He was sentenced to 135 months in federal prison and five years of supervised release.

He was required to attend the Computer/Internet Monitoring Program administered by the U.S. Probation Office.
