Farmington Hills man arrested in FBI probe into child exploitation, links to violent online network

The complaint alleges a timeline of activity stretching at least from March 1, 2024, through Sept. 10, 2025

FARMINGTON HILLS, Mich. – Justin Miller, 23, of Farmington Hills, was arrested this week as part of an FBI investigation into the online distribution and production of child sexually abusive material and connections to the violent 764 terror network, according to a federal complaint.

The complaint alleges a range of serious offenses, including production and possession of child sexually abusive material, coercion and enticement of a minor, and interstate transmission of extortionate threats.

Miller was charged in a federal criminal complaint, which detailed his participation in online groups as a Nihilistic Violent Extremist (NVE).

NVEs are individuals who engage in criminal conduct in furtherance of political, social, or religious goals that derive from the hatred of society and a desire to bring about its collapse by encouraging social instability.

As detailed in the criminal complaint, Miller was an administrator of an online group that facilitated and encouraged self-harming.

Miller is accused of encouraging victims to inflict “cutsigns”—the process of cutting his screenname into their flesh. Miller also allegedly groomed and coerced underage girls to produce and send him sexually explicit videos and images.

Allegations and timeline

According to the FBI, on Sept. 10, 2025, agents traced online activity tied to multiple aliases, including variations of the usernames “swampy” and “sugarsniffer,” across platforms such as Telegram, Kik, Snapchat, and X.

Investigators said the Telegram account they identified served as an administrator for a channel called “Cuttingcom,” where self-harm material and exploitative content circulated.

The complaint alleges a timeline of activity stretching at least from March 1, 2024, through Sept. 10, 2025, with some reports of abusive files dating back to mid‑2023.

According to the complaint, the National Center for Missing & Exploited Children provided CyberTipline reports that investigators say link those account names and IP addresses to the distribution of child sexual abuse material.

Court documents described a range of alleged activity, including the circulation of self-harm material, animal crushing and child exploitation videos, threats, and extortion.

The complaint also alleges that Miller engaged in so‑called “cutsigns,” in which the usernames of extorters are carved into the flesh of victims. An example reads: “put my name on your [genitalia].”

The complaint also includes alleged extortionate messages. One example quoted in court papers reads: “I dox u if u don’t make a dance full naked or pay 10 euros to this PayPal.”

Federal agents traced a relationship between Miller and Richard Densmore — aka “Rabid,” who is now in prison and a known member of the violent 764 terror network.

The Investigators on Local 4 have been looking into that network for months.

“These actors will basically infiltrate these spaces and pretend to befriend their children victims,” a member of the FBI told Local 4 about members of the 764 network in July.

Investigative actions and evidence

Federal subpoenas and other records, the feds said, tied the identified Telegram account to phone numbers and residences in the Farmington Hills area.

On September 10, 2025, FBI agents executed a search warrant at a residence in Farmington Hills.

Seized items listed in the affidavit include a Samsung Galaxy S24 Ultra, a gaming computer tower, and a Spectrum router.

After being advised of his rights, according to the FBI, Miller voluntarily spoke with agents and granted access to his cellphone.

Investigators report he acknowledged using the “swampy” moniker and that some items on his device depicted minor females.

Agents also said several files met the federal definition of child pornography.

The complaint further alleges Miller instructed minors on how to pose and produce images and videos, and that “much of the child pornography was produced per his instructions.”

Arrest and next steps

Miller was arrested in Farmington Hills, and neighbors reported a heavy FBI presence at the home, saying agents “swarmed” the residence.

Miller appeared in federal court on Thursday (Sept. 11) and is being held with the U.S. Marshals.

He is scheduled to appear for a bond hearing on Monday, Sept. 15, 2025.

Family reaction

Family members, including Miller’s mother, were present at the hearing.

His mother told Local 4 through tears, “We are just in shock. We had no idea. He is a good kid. We never expected this.”

Other family members said, “It’s sad that we all have to go through this as a family.”
