Man caught with pants down near Detroit park, drops gun under car, feds say

A man was found by a police officer with his pants down at a car near a Detroit park in the middle of the night, and was then arrested after a gun was found underneath the car.

William Joseph Frank Jr., 25, is facing a federal charge of being a felon in possession of a firearm. A criminal complaint against Frank was unsealed to the public on March 11.

Just before 11 p.m. on March 9, a Detroit police officer was patrolling the area of Joann Avenue near Greiner Street in a fully marked police car when he saw an SUV parked on the side of the road next to a city park. The officer saw that both the front and rear passenger doors were open.

When the officer pulled his car next to the SUV, he saw a man, later identified as Frank, standing and facing the front passenger seat. After flashing his flashlight at Frank, the criminal complaint noted that the officer saw a woman climbing from the front passenger seat into the driver’s seat with no pants on.

The officer then saw Frank quickly bend down at the front passenger-side door and heard a metal object hit the concrete.

When the officer got out of his patrol car and walked towards the SUV, he saw Frank with his pants and belt hanging down.

The officer then looked under the SUV and found a handgun with an extended magazine near where Frank was allegedly bending down. There were no other metal objects found on the ground, according to court documents.

The officer arrested Frank and called for more assistance. The officer then recovered a Smith & Wesson Bodyguard .380 caliber handgun with an extended magazine containing live .380 caliber ammunition.

According to the criminal complaint, Frank did not produce a valid Concealed Pistol License. Further investigation revealed he did not have a CPL, and Frank was taken to the Detroit Detention Center.

Previous convictions

According to court documents, Frank was previously convicted in January 2022 for carrying a concealed weapon and in February 2023 for charges of carrying a concealed weapon, felon in possession of a firearm and assault with intent to do great bodily harm.
