On Oct. 10, a citizen who owned property witnessed Evans illegally dumping tires for the sixth time and notified the police.

Evans was issued several blight violations and had his vehicle impounded.

An arrest warrant was issued on Nov. 15, and Evans was taken into custody without incident.

It isn't the first time Evans has been charged with scrap tires. Charges in 2015 said he was caught by a business owner who witnessed Evans dumping tires in an alley from a flatbed truck he had rented.
