In that role, she oversaw efforts to help that state’s small businesses survive the pandemic. The Small Business Administration oversees loan programs to help businesses recover from natural disasters, enhances access to capital through loan guarantees and provides training and technical assistance. Guzman said she would work to ensure money gets into the hands of the small businesses hurt the most by the pandemic and the economic crisis through no fault of their own.

"It's insane to think that Guzman would have all that money," said Mariel Colon, one of Guzman's attorneys. During the trial, another of Guzman's attorneys Jeffrey Lichtman, pointed to testimony from former cartel associates who said Guzman had money problems. "This is largely an academic exercise as the government has never located or identified even a penny of this $12.7 billion in proceeds supposedly generated by Mr. Guzman," Lichtman said Friday. Guzman is currently being held in federal prison in Manhattan.

The count of engaging in a continuing criminal enterprise carries a mandatory term of life in prison. Defense attorney Jeff Lichtman, in a statement, said Wednesday that the ruling further demonstrated the trial "was more of an inquisition, a show trial, than an exercise in true American justice." In March, Guzman's attorneys asked Cogan for a new trial and to recall the jurors back for an evidentiary hearing to find out if there had been misconduct. Prosecutors responded that the court's repeated instruction to jurors, their diligence during the trial, and overwhelming evidence against Guzman show that "the alleged media exposure did not prejudice the defendant."
