Police say a second suspect in the stray-bullet killing of a 7-month-old baby on a Brooklyn street has been arrested in Pennsylvania.

Video of the violent assault has been seen millions of times.

Former Warren police officer Matthew Rodriguez was sentenced to one year and a day for attacking a teen inmate last year.

The U.S. Department of Justice said the teen was not physically resisting Rodriguez and posed no immediate threat to anyone during the assault.
