A federal law enforcement agent has filed a criminal complaint alleging a Romulus man engaged in multiple offenses involving the exploitation of minors, according to court documents filed in the Eastern District of Michigan.

In a sworn affidavit dated April 23, 2026, FBI Special Agent Eli Bowers stated there was probable cause to charge Paul Edward Maher, 61, of Romulus, with several federal offenses.

The complaint alleges violations of federal statutes, including attempted coercion and enticement of a minor, distribution and receipt of child sexual abuse material, possession of such material, and attempted transfer of obscene material to a minor.

Investigation begins with found phone

The investigation began on April 6, 2026, when a complainant brought a found cellphone to the Romulus Police Department.

While attempting to identify the device’s owner, the complainant and an officer discovered material that prompted further investigation.

The device was later turned over to the FBI.

Subscriber data, search warrant link phone to suspect

Authorities said subscriber information linked the phone to Maher.

Investigators also identified social media accounts and communications allegedly associated with the 61-year-old man.

A court-authorized search of the device on April 14, 2026, reportedly revealed multiple files and conversations that investigators believe meet the federal definition of illegal child exploitation material.

Online communications cited in complaint

The affidavit further states that investigators identified online communications in which Maher allegedly engaged in inappropriate conversations with individuals who identified themselves as minors, as well as exchanges involving illicit material.

The complaint was submitted to U.S. Magistrate Judge David R. Grand in support of a request for an arrest warrant.
