Ty Garbin’s guilty plea is a major catch for prosecutors, only about four months after arrests were made. Six people were charged in federal court while eight others were charged in state court with aiding them.

But in keeping with security protocols for highly classified information, neither the governor nor members of his staff were informed. Trask, the FBI agent, testified that authorities learned of the June meeting in Ohio while investigating various anti-government groups. Michigan, and particularly the Detroit area, were hit hard early during the pandemic, leading Whitmer to tightly restrict personal movement and the economy.

Officials have not indicated whether law enforcement monitored the anti-lockdown protests in April and May. By July, the men had shifted to targeting Whitmer's official summer residence or her personal vacation home before settling on the latter, according to authorities.
