Pete Ricketts announced a plan to spend $500 million on a canal and reservoir project that includes claiming access to land in Colorado under a 99-year-old compact between the states. Colorado Gov. A K-9 track was done with help from the Roseville Police Department, but the suspect wasn’t located. Police said there were two other similar incidents with the same suspect. The suspect is a 30 to 40-year-old man who is 6 feet tall and weighs around 200 pounds, police said.

The influx of contraband comes as no surprise to Jason Witmer, a former inmate at three Nebraska prisons who still interacts with prisoners through his work at a nonprofit group.
